nigeria-flag-94LAGOS, Nigeria — Nigeria teeters on the edge of a "demographic disaster" unless its stagnant economy rapidly expands to support its teeming youth population, according to a report released Wednesday.

Estimates in the report by the British Council show Nigeria's population of 150 million people will swell by another 63 million people by 2050, making it the fifth most populous countries in the world.

Nigeria will have a ready supply of workers into the future with more than 40 percent of the West African nation's younger than 14.

However, the oil-rich nation's gross domestic product remained flat as its population multiplied in the last two decades, leaving it dangerously out of balance unless true economic development takes hold, the report said.

"Large cohorts of unemployed or underemployed young people destabilize their societies, fueling crime and creating conditions where civil conflict becomes more likely," it said. "Instead of collecting a dividend, a country that is not well prepared to make the most of its Baby Boom generation can find itself in the midst of a demographic disaster."

To avoid that chaos, the report urges Nigeria's government to step away from relying solely on its crude oil revenues and encourages investment in emerging industries like telecommunication and manufacturing.

Nigeria has yet to show such bold moves after it emerged into democracy a decade ago in the wake of the chaos of military dictatorships and coups following its independence from Britain in 1960. Blinded by oil money, the government allowed the country's one-time dominant agricultural economy to be devastated and many of the nation's factories sit idle.

Illiteracy remains high as an education gap grows wider — children have access to better schooling in the Christian-majority south compared to those in the Muslim north, the report said.

But even an education cannot guarantee a job. The report said 30 percent of those who completed secondary education remain unemployed. Meanwhile, those without opportunities in the north will be susceptible to radicalization — a dangerous precedent in a region already prone to religious violence that borders nations where terror group al-Qaida of the Islamic Maghreb already operates.

The report also suggests Nigeria's government offer "family planning" services to slow its population growth.

The British Council, a nonprofit organization, is sponsored by the U.K. government and private donors.

lagosNigeria's government locked out hundreds of workers who showed up late in the as part of efforts to instill discipline among notoriously nonchalant civil servants.

Doors were locked at 8:30 am - the official, if widely ignored, start time for federal government workers - so managers could make a list of those who failed to turn up on time, said Tope Ajakaiye, a civil service spokesman.

"It is a continuous measure in an attempt to bring sanity back to the civil service," Ajakaiye told AFP, adding two other lockouts occurred earlier this month. Doors reopened around 10:00 am.

Late arrivals will eventually be sanctioned, he said, though he declined to say what the penalties would be.

While government workers are often criticised for being lackadaisical, many also live far from the centre of the capital Abuja because they cannot afford the expensive rental prices within the city limits.

ObasanjoIbadan — The South-West zone of the Peoples Democratic Party (PDP), yesterday endorsed the aspiration of President Goodluck Jonathan for the 2011 presidential polls. This position forms part of the communiqué of the meeting, read by the National vice chairman of the party for the South-West, Alhaji Tajudeen Oladipo.

Reviewing the political landscape, the forum which was chaired by former President Olusegun Obasanjo, also resolved not to stop other aspirants jostling for the ticket of the party, saying they have the inalienable right to do so. The meeting took place at the Council Chambers of the old Western Region House of Chiefs, Ibadan.

It had in attendance, all the four governors elected on the party's platform; Olagunsoye Oyinlola (Osun), Olusegun Oni (Ekiti), Gbenga Daniel (Ogun) and the host Otunba Adebayo Alao-Akala. Also present were elected members of the National Assembly, who were led by the Speaker of the Federal House of Representatives, Mr. Dimeji Bankole (who left before the end of the meeting) as well as the Senate leader, Senator Teslim Folarin.

Others present include serving and former ministers, present and past deputy-governors, as well as party leadership from the zone.

Reading the communiqué that came shortly after the two-hour long meeting, Oladipo said the leadership of the party settled for the choice of Jonathan based on some set criteria bordering on transparency and antecedence.

"After the meeting, we collated all the views of the various party chieftains, studied, analyzed and assessed all the aspirants, based on their antecedents. After the exercise, we resolved to support the aspiration of President Jonathan as the best option open to the South-West," Oladipo said.

Further, he explained that all other aspirants jostling for the PDP's presidential ticket should feel free to pursue their aspiration as enshrined in the 1999 Constitution. "We equally recognize the right of every Nigerian to aspire to the highest position in the land. Other aspirants like former military president, Ibrahim Babangida, former vice president, Atiku Abubakar and others can go ahead with their aspiration," he explained.

The meeting also gave kudos to the executive and the legislative arms of government for providing the Independent National Electoral Commission (INEC), with the requisite legal and financial assistance towards the forthcoming elections.

Speaking at the occasion, the President of the Ijaw National Congress, Dr. A.W Atuboyedia praised the gathering for the resolution taken, assuring that the president would justify the confidence reposed in him. He also used the occasion to advise other zonal chapters of the party to emulate the South-West PDP in adopting the Jonathan/Sambo ticket for the benefit of all Nigerians.

In his submission, representative of all the three zones of the North, Alhaji Bala Kaoje said the decision was reflective of the pacesetter role of the South-West in the nation's body polity.

Meanwhile, the former governor of Rivers State, sir, Celestine Omehia has said that Jonathan's presidential project is a divine one. Speaking with LEADERSHIP SUNDAY, Omehia stated that God had positioned him that way so that he would be of use to Nigerians.

He said: "Looking at Jonathan as a person, and looking at his growth in the system, you will see that he has been properly positioned by the will of God. By the power of God, I am happy that we are talking about this now when everybody believes that the will of God should be done".

The former governor added that, "it was the will of God that took Jonathan from deputy governor to governor, from vice president to acting president, and now president; therefore, the climax is that God must have something for him to do for the people of Nigeria and the four years should be given to him so, that we can see what God wants to use him for."

Omehia said there was no division among the South-South over President Jonathan's 2011 candidacy. He however promised that the zone would reach out to other zones, especially the north for support.

He posited: "looking at the past, the South-South has given the best support for the people in the north. Alhaji Shehu Shagari became president because of the heavy support from the people of the south, and president Umaru musa Yar'Adua became president because of the votes from the South-South."

However, in a swift reaction, the Arewa Consultative Forum (ACF), has said that although the north is committed to supporting the south, the zoning arrangement of the PDP stands.

Speaking through its publicity secretary, Anthony Sani, ACF stated: "We never said the north will not support the south; we are saying that this time around, it's the turn of the north to complete its eight years. If they are bringing a special request, if they want to negotiate it, then that is a different matter but for now, we are saying that the zoning arrangement stands.

"We are still very good friends inspite of everything. All we are saying is that, this is the turn of the north and it is not right to take advantage because you are incumbent to breach the agreement," he added.

Erastus_AkingbolaA Federal High Court in Lagos has set a record N500 million bail for disgraced banker and former boss of Intercontinental Bank of Nigeria, Erastus Akingbola over charges of fraud.

The bail amount is the highest for other bankers charged with similar offences by Nigeria’s anti financial crimes agency, Economic and Financial Crimes Commission (EFCC).

Akingbola was fired by Nigeria’s apex bank, Central Bank of Nigeria (CBN) last year along with four other bank chief executives for mismanging their banks and other fraudulent activities.

"I think the bail condition is fair having regards to the facts of the case," Rickey Tarfa, a lawyer for Akingbola told reporters outside the Federal High Court in Ikoyi.

Despite the stiff conditions, Akingbola is expected to make bail. He is personal wealth runs into billions and has two private jets in his name and choice properties running into billions both in and outside of Nigeria.

The banker will remain in EFCC’s custody pending when bail conditions are met.

babangidaFORMER military president, General Ibrahim Babangida, has accused former President Olusegun Obasanjo of not abiding by his promise to maintain his neutrality among aspirants jostling for the highest political office in the country, just as he said that it was too early to predict the outcome of the Peoples Democratic Party (PDP) presidential primaries that have not been held.

Babangida spoke, at the weekend, through his campaign organisation, IBB Presidential Campaign Organisation, while reacting to the endorsement and support given to President Goodluck Jonathan by the South-West zone of the PDP to enable him (Jonathan) to contest the forthcoming presidential election.

Former President Obasanjo had led the PDP leaders and chieftains, including the Speaker, House of Representatives, sitting and former governors of the party, to back Jonathan’s aspiration to become Nigeria’s president beyond 2011, at a meeting held at the weekend in Ibadan by the zonal caucus of the party.

The former military president, who is also in the race for the top job in the country, in a statement issued by his campaign organisation, signed by its director, media and communications, Prince Kassim Afegbua, and made available to the Nigerian Tribune, noted that the reported endorsement of the undeclared candidature of President Goodluck Jonathan by the South-West PDP and non-PDP members did not reflect the actual permutations on the ground.

The campaign organisation said it wished to inform General Babangida’s party members and would-be delegates to the 2010 presidential primaries that it was too early in the day for anyone to declare the results of an election that had not been held let alone determine who held the ace.

According to Babangida, the South-West is  a politically sophisticated and enlightened zone, comprising distinguished Nigerians, who are  familiar and at home with the political dynamics of the country, saying it was, therefore, unlikely that such distinguished, enlightened, civilised and politically conscious people would reportedly concede to the endorsement of an aspirant that had neither declared nor made public his intentions.

“We suspect that someone is trying to be smart by half,” the former military president said.

Commenting on Obasanjo’s role in the exercise, Babangida disclosed that the former president, who is the chairman, Board of Trustees of PDP, had repeatedly said that he and other party chieftains would maintain their neutrality to all aspirants but would exercise their right to vote at the primaries for an aspirant of their choice.

He said it beat his imagination the recent reported endorsement of President Jonathan by Obasanjo, declaring that this  contradicted his earlier stand to maintain neutrality on the choice of aspirant.

“As one of the leaders of the party, a former president and elder statesman, we expect that his word should be his bond. We will not be drawn into any argument with those who easily suspect the political moves of former President Obasanjo, but we insist that a true leader should stand by his word,” Babangida counselled.

Babangida declared that the reported claim that President Jonathan had 18 states backing him and he had just 12 states did not hold water, pointing out that: “Those figures are not only disputable but unrealistic in view of the fact that most incumbent state governors have not declared their position.”

“It is, therefore, too early in the day for any political observer to draw conclusions on that basis, particularly on a delegate election that is about to commence, except that the public is being made to understand that the forthcoming elections, despite repeated assurances of credibility, would go the way of other previous elections.

“We believe very strongly that former president, General Ibrahim Babangida, remains a major contender thus far amongst those who have boldly declared their intentions on the ticket of our dear party, the PDP.

But former spokesman to President Obasanjo, Dr Doyin Okupe, said the decision of the leaders of the PDP in the South-West to adopt President Jonathan was taken democratically by all the who is who in the party.

Dr Okupe said in a telephone interview on Sunday that the claim by the camp of General Babangida that the decision did not reflect the opinions of the true members of the PDP in the South-West was incorrect.

Okupe spoke just as a source in the Jonathan’s camp insisted that the camp of the former military ruler was bellyaching because it was becoming apparent it was losing out of the 2011 race.

The source said that while IBB was no longer sure of winning up to 30 per cent of the PDP delegates during the primaries, his hope of taking over the All Nigeria Peoples Party (ANPP) was also fast evaporating by the day.

“We are aware of the frustrations of the IBB camp. The frustrations are apparent because the PDP ticket has slipped off their hands, while the hope of clinching the ticket of the ANPP through the backdoor is fast evaporating.  The ANPP leaders and the true members are resisting the attempt daily. So the only hope they have is to throw mud. It is unfortunate,” the source said.

Okupe, who was present at the South-West meeting, said “everyone who is who in the PDP in the South-West was there at the meeting.

“The claim by the Babangida people is incorrect. I was one of the earliest callers at the meeting. I arrived there at 10.30 a.m. and I was there till the end. All the who is who in the South-West zone was at the meeting.

“The zonal chairman of the PDP was at the meeting, four of the South-West governors were physically present, all the PDP state chairmen were present, the Speaker of the House of Representatives, the Senate Leader, majority of our senators and local government chairmen of the party in the zone were there. Everybody who is somebody in the PDP was at the meeting.

“The governors not only campaigned for Jonathan at the meeting, they also endorsed the communiqué,” Dr Okupe said.

Okupe added that elders of the party, including Chief Richard Akinjide and the former governor of Oyo State, Dr Omololu Olunloyo, were also present at the meeting.

“There were those who supported Babangida at the meeting and some people also supported Atiku Abubakar. But we decided to take a common decision and we all took a solid decision to support President Jonathan,” Okupe added.

Meanwhile, the eldest daughter of former military president, Hajiya Aisha Mahmuda Babangida, has organised a prayer seeking God’s intervention for the success of her father’s ambition.

The prayer, which was conducted at Tsunami area in Gusau, the Zamfara State capital, was attended by, at least, 20,000 women from over 20 Islamic organisations.

Aisha, who is the wife of the Zamfara State governor, appealed to women to assist by offering special prayers wherever they were for the success of her father’s presidential ambition.

She also used the forum to distribute food items worth millions of naira to the needy.

According to her, the role played by her mother during her father’s regime as the military president towards enhancing the economic status of women in the country could not be overemphasised.

She said many Nigerians, particularly women, were unable to get access to Western and Islamic forms of education in schools due to the cultural barriers in the northern part of the country.
